The present invention is a dispersant characterized by comprising: (A) a styrene-maleic acid organic ammonium salt copolymer; and (B) an alkylene oxide (the number of carbon atoms: 2-4, the amount of alkylene oxide added: 3-50 mol) adduct of at least one active hydrogen compound (the number of carbon atoms: 4-18) selected from the group consisting of alcohols, carboxylic acids, amines, and amides, wherein the active hydrogen compound has a branched alkyl chain having 4-18 carbon atoms. The constituent molar ratio (s:m) between styrene units (s) and maleic acid ammonium salt units (m) constituting the styrene-maleic acid ammonium salt copolymer is preferably 80:20 to 40:60. The content weight ratio (A:B) between the styrene-maleic acid ammonium salt copolymer (A) and the polyoxyalkylene compound (B) is preferably 10:90 to 90:10.
