Abstract
A nucleic acid vaccine composition comprising one or more of a plasmid-based nucleic acid vaccine and immunotherapy, as well as a lipid formulation, is provided. In addition, the present invention provides a method of enhancing the potency of plasmid-based DNA vaccines and immunotherapies, by formulating a vaccine and/or immunotherapy in a lipid formulation, which is stable when refrigerated or stored frozen, is then delivered to a vaccinee by either needle/syringe, jet injection, or microneedles. The lipid formulation of the present invention comprises one or more lipid excipients selected from 1,2-Distearoyl-sn-glycero-3-phosphocholine, Cholest-5-en-3β-ol, 1,2-Dimyristoyl-rac-glycero-3-methylpolyoxyethlene, and or more symmetric ionizable cationic lipids. The present invention increases vaccine potency dramatically. It was unexpectedly discovered that the level of immunogen, or immune response molecules, produced in vivo is increased (versus administering merely the vaccine or immunotherapy) and, in the case of a vaccine immunogen, the immune response is enhanced.

Abstract
A small lightweight weapon system for integration into an unmanned aerial vehicle comprises a weapon operating group which utilizes blowback operation to fire a full-powered centerfire rifle ammunition. An operating rod of the weapon operating group has an axis of translation offset from the longitudinal axis of the barrel thereby creating a moment couple on the system. A motor assembly controls the operation of the weapon operating group. Through a gear train, actuation of the motor assembly lifts a sear against a return torsion spring, which holds the operating group back when not firing. The gear train comprises a one way flywheel disconnect to increase the torque of the direct current motor and overcome the force of the torsion spring. Intelligent motor commutation and burst control are achieved through an encoder and software package.

Abstract
This disclosure provides an assay and method for evaluating platelet function by measuring clot retraction in a grooved assay well using light transmittance in a low-volume, micro-plate formatted assay. The method takes advantage of the ability of platelets to draw the fibrin clot toward one side of the microplate well through an optical light path with readings recorded by a microplate reader. The method is rapid, tractable, has high precision, and yields time-series data that is quantitative. This allows clinicians and transfusion medicine practitioners to perform high throughput platelet function testing in patient samples and in blood/platelet products. Clot retraction serves as a functional biomarker to determine platelet function by performing the assay in a vessel that is scored to form a groove in which clot retraction occurs. Multiple samples can be tested simultaneously, and optionally an algorithm can be used to extract relevant parameters from the data.

Abstract
We disclose a novel methodology for wireless networks that optimizes the transmission probability, transmit power at an agent, and the reflection matrix of an IRS for covert RF communications. Key features include: (1) An exact closed-form expression for the expected detection error probability (DEP) at an adversary is provided considering the transmission probability at the agent; and (2) a novel method to optimize the transmission probability, transmit power at the agent and the reflection matrix of the IRS with the goal of maximizing the achievable rate at a client while ensuring a covertness constraint is developed. More specifically, the method may require only one-dimensional line search schemes, achieves near-optimal performance, and exhibits enhanced achievable data rate when compared to the conventional technique without the transmission probability optimization.

Abstract
The manipulation and control of entangled particle and entangled photon properties by means of low loss interaction free quantum means is vital for studying the fundamentals of entanglement and for future applications in distributed quantum information processing, sensing and imaging. Despite its importance, achieving low loss interaction free manipulation and control of entanglement is difficult, particularly with pulsed networked systems with quantum properties changing in space and time and with intervening absorbing elements. This invention uses low loss quantum interaction free techniques and designs that can be miniaturized to efficiently and robustly send and receive quantum information and data using pulsed and continuous origin temporal and polarization entangled particles and entangled photons. The invention may be used to improve quantum communication of information and quantum networking in fiber optics, turbulent and scattering media, and free space.

Abstract
A projectile with a payload protection mechanism protects, prior to and during firing, a fragile payload, where the payload must be positioned forward in the nose of the projectile, within a frangible ogive which provides little protection to rough handling, at time of downrange function. The payload protection mechanism allows the payload to move axially within the projectile, and initially slid rearward in the more robust metal body of the projectile. The payload is retained within the body by a locking and release mechanism, until the launching of the projectile triggers (by environmental forces such as setback or spin) the release of a locking and release mechanism. Unlocking the mechanism allows the payload to slide forward within the projectile into the ogive so the payload can function as required.

Abstract
Novel electrically-isolated high-voltage sensors are provided which have low power dissipation. The sensors are formed of a circuit comprising first and second portions separated by an electrical isolation boundary with the first portion used for high-voltage, and the second portion for low-voltage. While they are decoupled electrically, they are coupled both optically and magnetically. The first portion comprises an LED which generates an optical signal corresponding to a high-voltage signal across the electrical-isolation boundary. The second portion comprises a photodiode which receives the optical signal emitted from the LED and outputs a corresponding low-voltage electrical signal. A temperature-compensating LED biasing sub-circuit may span both portions and include a temperature sensor, a coupled inductor magnetically coupling the electrical isolation boundary, and a rectifier and filter, to provide a bias to the LED which biases the LED to operate in a substantially-linear manner irrespective of the ambient temperature.

Abstract
A projectile enables axial assembly and precise angular alignment of cylindrical or ogival sections of the projectile without interfering with internal parts spanning those sections. The projectile includes a turnbuckle design that minimizes Outer Mold Line (OML) transitions and maintains structural integrity. Advantageously, the turnbuckle allows surface mounted antennas and internal electronics to span structural sections of the projectile. The minimal OML produces less turbulence and drag. Finally, the turnbuckle is structurally robust for gun launched applications.
